The Effectiveness of The Implementation of Medan City’s Regional Regulation on Waste Management

Abstract

Waste management is a critical aspect of human life that demands serious attention. However, in the City of Medan, the management of waste under regional autonomy has not yet achieved the desired level of effectiveness. This study aims to understand waste management in the City of Medan and assess the degree of synchronization between local regulations and national laws. The research methodology employed is a normative legal approach complemented by empirical data gathered through interviews with relevant stakeholders. The findings indicate that waste management is governed under Regional Autonomy in the City of Medan as per Article 5 of Regional Regulation No. 6 of 2015 on Waste Management in the City of Medan. Vertical synchronization is conducted to ensure that the content regulated by legislative products does not overlap, is complementary, and interrelated, with the operational details becoming more specific as the regulatory level descends. The effectiveness of Regional Regulation No. 6 of 2015 concerning Waste Management in the City of Medan has not been fully realized, particularly regarding supervision and the enforcement of penalties for violations. The supervisory function in the implementation of waste management has not been effectively executed. The research results show that despite the existence of regulations, supervision and enforcement of sanctions against violations are still suboptimal, indicating a need for improvement in the supervisory function of waste management
