Constitutional reforms in Indonesia have significantly transformed the state governance system, particularly in implementing the principle of checks and balances among state institutions. This study aims to analyze the application of checks and balances after the reform era and reconstruct an ideal model to strengthen the control of power. This research employs a normative juridical method with statutory and conceptual approaches. The results indicate that although there has been a more balanced distribution of power, imbalances remain in practice, such as executive dominance and weak legislative oversight. Therefore, reconstructing the principle of checks and balances is necessary through strengthening institutional functions, optimizing oversight mechanisms, and clarifying the boundaries of authority among state institutions.
