JALR's Commitment to Strengthening Editorial Governance and Publication Quality under the 2026 Accreditation Framework
Editorial Statement | Effective 31 August 2026
Following the enactment of Regulation of the Minister of Higher Education, Science, and Technology of the Republic of Indonesia Number 9 of 2026 concerning Scientific Journal Accreditation, stipulated on 29 June 2026 and promulgated on 7 July 2026, and the subsequent dissemination on 10 August 2026 of Decree of the Director General of Science and Technology Number 374/DST/D.D1/HM.01.01/2026 concerning the Technical Guidelines for Scientific Journal Accreditation, Locus Journal of Academic Literature Review (JALR) recognizes the importance of strengthening its editorial governance, academic quality assurance, and publication integrity.
These regulatory developments provide an important opportunity for the journal to undertake institutional self-evaluation, critically reassess its editorial practices, and establish clearer standards for responsible scholarly publishing.
In response, JALR establishes 31 August 2026 as the reference date for its editorial quality improvement commitment, with the intention of progressively implementing strengthened editorial and publication standards beginning with the September 2026 issue (Volume 5, Number 9) and continuing in subsequent issues.
The improvement initiative focuses on several interconnected areas:
-
Editorial Governance and Academic Expertise. Strengthening the composition, responsibilities, disciplinary competence, and institutional diversity of the Editorial Board and Peer-reviewers.
-
Independent and Substantive Peer Review. Improving manuscript screening, reviewer selection, substantive academic evaluation, editorial decision-making, and authentic documentation of the review process.
-
Publication Ethics and Research Integrity. Reinforcing policies on originality, plagiarism prevention, responsible authorship, conflicts of interest, research ethics, artificial intelligence, and post-publication accountability.
-
Scholarly Quality and Manuscript Standards. Enhancing methodological rigor, originality, academic contribution, reference quality, manuscript presentation, and consistency with the journal's multidisciplinary Focus and Scope.
-
Transparency and Editorial Accountability. Improving the clarity and accessibility of journal policies, copyright and licensing information, publication charges, editorial procedures, and author responsibilities.
-
Publication Quality and Continuous Evaluation. Strengthening the accuracy of article metadata, DOI information, publication histories, issue management, and periodic assessment of editorial performance.
This statement represents JALR's commitment to continuous institutional improvement, not a declaration that all accreditation standards have already been fulfilled. The journal recognizes that meaningful quality assurance must be demonstrated through consistent editorial practices, verifiable records, and the scholarly quality of published articles.
Beginning with the September 2026 issue and continuing thereafter, JALR is committed to progressively implementing and evaluating these improvements, while preserving the independence of scholarly assessment and the integrity of the publication process.
JALR invites authors, editors, peer reviewers, and academic partners to participate in this ongoing commitment to responsible, transparent, and high-quality multidisciplinary scholarly publishing.
